EV vs hybrid vs PHEV in Rwanda
Crucial for your wallet: only PURE electric vehicles get the full 0% tax exemption. Hybrids and PHEVs are taxed differently - do not assume.
0% import duty, 0% VAT, 0% excise - full exemption through 30 June 2028.
- The vehicle, its batteries and charging equipment are all exempt.
- Cuts landed cost by roughly 25–30% (a ~$30k EV lands near ~$21k).
- EV-charging electricity capped near the industrial rate (~$0.10/kWh).

NOT covered by the pure-EV exemption - treated separately.
- PHEVs are not pure EVs and do not receive the full BEV exemption. Duty/excise treatment differs and has changed over time.

Different regime from pure EVs - partial and repeatedly changed; verify.
- Conventional hybrids have at times had reduced excise but never the full EV exemption; the rules have shifted.

Pure-EV exemption applies to EVs (new or used) - but import-age & inspection rules still apply.
- The BEV tax exemption is about the powertrain, not the age. Standard used-import inspection and (battery) condition checks still apply.

Full pure-EV exemption applies; dealer prices are often already net of it.
- Ask whether the quoted price is already post-exemption (on-the-road) or pre-tax.

Pure-electric commercial vehicles generally fall under the same EV incentive regime.
- Fully-electric vans and cargo trucks are battery-electric, so they typically qualify for the EV duty/VAT/excise relief - but commercial classification and weight can change the treatment.
